dc.description.abstract Marine transportation routes have probably played an important role as long as huge amount of valuable goods have been transportation by sea. Especially under the consideration of geographical features of the Korean Peninsula, those routes have been considered the economic growths of Korea. The International Maritime Organization recently said that pirate attacks took place frequently in the waters around the world, especially in the warm waters off the east coast of Africa where about twenty thousand ships pass through the Gulf of Aden each year on their way to the Suez Canal. Those pirate attacks became a serious problem and a growing threat to international shipping industries. The international community is seeking to take measures to protect merchant ships from pirate attacks. A United Nations resolutions permits international naval forces to fight piracy ic Somali waters where already more than eighty-four attacks took place this year, and about twenty countries have warships to the area. The republic of Korea has agree to be the one of countries sending a naval warship to the area, and has been working to support the international efforts for keeping mercant ships from the possibility of pirate attacks in Somali waters. This kind of activity carried out by Korean Navy is also for the purpose of securing marine transportation routes necessary to a major economic power of Korea. As mentioned above, the security of sea routes is essential part of efforts to keep high level of economic growth and national security of Korea because almost of the imports and exports have been transported by sea. Korean Navy declares in its report「Korean Navy Vision 2030」 that important tasks of Navy should include guaranteeing navigational safety of vessels and taking measures necessary to the best interests of the nation by securing sea routes, monitoring and blocking piracy in all waters over the world. In order to accomplish such tasks of Korean Navy, a system for vessel traffic management is needed to monitor the movement of vessels navigating through concerned sea routes and to communicate with those vessels. The functions of the system were defined, in this paper, with the results of analyzing both the threat of piracy to navigational safety and the latest international trends in technology related to vesel traffic management. And also the present state of relevant systems in the inside and outside of the country was analyzed to help define the functions of the system. An architecture of the system that Navy should equip with to perform efficiently its duties was proposed in consideration of the functions of the system. The proposed Naval Vessel raffic Management System would be expected not only to do important part of increasing Navy's ability to secure the safety of vessels navigating through the transportation routes. It also help Navy contribute to sustaining economic growth of Korea by providing stable marine transportation of necessities, raw materials and energy resources. -
