Abstract

The history of free trade zone has been developing for countries. As practice has proven hereinafter, in an attempt to expand international trade, attract foreign capital, solve financial problems in certain regions, and promote the development, free trade zone has either been generally adapted, or an important trend in world economic development. Nevertheless, free trade zone in accordance with International Customs and Practice cannot be found in mainland China, but interim bonded zone.

As the world economic integration and the deepening of China's opening to the outside, especially after China's accession to the WTO, the original advantages of the bonded zone are gradually weakened, with problems being growing. China must take on the transformation from bonded zone to free trade zone, in order to break through these constraint problems.

It seems for now that comprehensive bonded zone in shanghai is eligible to transform for the largest and strongest surveillance region. Shanghai comprehensive bonded zone which is connected by sea land and air gets three original bonded zones including Waigaoqiao Port, Yangshan Port and Pudong international airport. The linkage of the three port areas manages to help shanghai comprehensive bonded zone transform to be free trade zone.

The dissertation based on Shanghai comprehensive bonded zone conducts a study, in order to attract foreign capital, expand international trade, develop economy, and revise dilapidated system, by comparisons via SWOT to research, and makes personal proposals for transformation.

Initially, it first introduces the present status of free trade zone and China`s bonded zone, then make mutual comparisons with success analysis of international practice in free trade zone and China1s bonded zone where problems existing can bo entirely found.

Next to that, Shanghai comprehensive bonded zone within the largest scale and mature conditions is formed from the bonded areas in Yangshan port and Waigaoqiao covering Waigaoqiao bonded logistic park and Pudong International Airport. Dominance analysis via SWOT for Shanghai comprehensive bonded zone has indicated potential opportunities and menaces and investigated what friority has municipally been developed for transformation in Shanghai comprehensive bonded zone.

Eventually, problems existing in current China`s bonded zone urge to transform to be free trade zone. At present, Shanghai comprehensive bonded zone is regarded as pilot project in order to recognize how to transform with such problems, hereinto, the comprehensive bonded zone is an indication to find appropriate solutions. According to international practice, while there is a gap between Shanghai comprehensive bonded zone and free trade zone, it gradually steps forward to be free trade zone via great efforts.
