Abstract
Recently while ships are bigger and faster, Republic of Korea has been proceeding actively the infrastructure expansion such as bridges crossing navigable waterways, new ports, port hinterland complexes, offshore wind energy complexes, anchorage grounds and designating routes for country's economic development and competitiveness improvement.

However, this led to narrower routes and higher maritime accident probabilities. Furthermore they have been no regular arrangements to ensure maritime safety coping with such social affairs and traffic impact assessment only has been implemented using the related marine traffic simulation and traffic flow data as the need arises.

So, institutional strategy has been required to set up fundamental and appropriate safety measures in order to prevent marine accidents without hindering function of ports.

In accordance with this, Republic of Korea has revised the Maritime Traffic Safety Law to evaluate how much installation or construction of port facilities and infrastructures on routes can affect navigation safety and introduced the Maritime Safety Audit(MSA) to eliminate potential risk factors in advance.

Also, after all Maritime Traffic Safety Law was revised, current the Maritime Safety Law has been proclaimed aiming at defining requirements for secure maritime safety, enhancing comprehensive, systemic maritime safety and contributing to smooth maritime traffic. The Maritime Safety Audit is now under revision for its related-laws based on problems from trail stage.

In this process, it is turned out that the Maritime Safety Audit has a limit as a precautionary function and problems with its contents in institutional and operational aspects that should be complemented and improved.

Therefore, this thesis compared and analyzed the Maritime Safety Audit and similar domestic and foreign evaluation system in order to solve problems in its trail stage. And then, with law issues of Maritime Safety Audit drawn from it, this thesis seeks improvements for legal system modification.

Ultimately, this aims at helping the Maritime Safety Audit to be settled as an institutional measure for maritime safety.
