A Study on the Effects of Safety Management System Factor on Management Performance of Shipping Company

IMO:(International Maritime Organization) has tried not only to improve crewman’s qualification but to enhance the structure and facility for protecting marine environment and safety operating in the sea. To achieve this, all important and essential points for ships safety took effect by force with international agreement, Also, shipping companies are trying to comply with rules. Nevertheless, personal injury, vessel accident, and marine pollution has broken constantly due to fault or negligence of the crewman. Hence IMO has enforced The ISM Code: (International Safety Management Code) for maritime safety, marine environmental protection, marine safety and to prevent marine accidents through the determination from July 1, 1998.
In recent years, at home and abroad, various studies related to safety management system has progressed. Most of these studies focused on academic or working level aspects such as evaluation model for the safety management system, development of safety management and operation evaluation index, and safety management systems supported for running the module development, safety management systems, Therefore, in this study, it would be analyzed empirically about business performance of the oversea vessel's resulting in the use of safety management systems.
The purpose of this study in this sense, firstly it would be demonstrated safety management system of shipping companies and secondly it would be analyzed though previous research separated by five major dimensions(management responsibilities, athletics staff management, operations management, crew management, ship management), in order to achieve the purpose of this study, specific research structure is as follows.
First, the key factors in safety management systems and management responsibilities, and the Relationship between the presence of management performance would be analyzed.
Second, the definition of the oversea vessel's and characteristics would be understood and the definition of the oversea vessel's the safety management system, importance, status would be analyzed.
Third, it would be understood how to affect business performance by four key factors of the oversea vessel's safety management system.
Finally, by understanding these effects, draw some useful implications conclusion which would be helped in the management of the oversea vessel's.
The data of this study was collected for September-October 2011 in Busan and distributed 300 by visit questionnaire targeting the oversea vessel's, and 232 of them were used by collecting and analysis. Using SPSS 15.0, reliability, validity test and factor analysis, regression analysis for each factor was performed.
Safety Management System of the oversea vessel's could be one of the best solution to solve the problems systematically and professionally and it is very important to ensure to deal with the global shipping market competitive in ever-changing market environment, In addition, in order to strengthen the competitiveness of shipping companies, management system should be revised by analyzing the management activity process which can create better value.
In this study, it has diagnosed and suggested the result to improve for supplementation of these systems, the issue of safety management systems. In addition, the oversea vessel's will be able to solve many issues by identifying the core competencies of the safety management system, and the safety management system’s core competencies can be improving gradually though analyzing the relationship between the factors based on the results of further analysis.
