무등록선박의 실태 조사 및 대응방안에 관한 연구

Abstract

The unregistered ship is not even grasped. Korea has a sea of 3 sides and there are about 3,000 islands.

The reasons for suggesting management problem of these unregistered vessels are national security, prevention of security accidents and prevention of safety accidents.

In this paper, we propose a new management system by presenting management problem of the unregistered vessels.

Thus we investigate the real condition of the unregistered vessels and analyze the current state of affairs.

First, We review the vessel registration system, registered vessels and analyze the current status and safety management condition of the unregistered vessels. Also, we analyze the marine accidents of the unregistered vessels.

Based on this, we find the problems of the unregistered vessels management.

Next, we attempt to analyze and evaluate the risk factors of the unregistered vessels.

Marine accident risk factors are divided into the sea traffic safety and human-life safety risk factors.

The risk factors of marine crime were divided into the violent crime and economic order.

The risk factors of fisheries and economic crime are divided into the illegal fisheries and fisheries economic crimes.

We evaluate the risk factors of the unregistered vessels and derive the tasks.

In this paper, we propose a countermeasure about the unregistered vessels.

We propose a plan for the strengthen monitoring the unregistered ships, claiming the elimination of blind spots in vessel registration system.

In order to strengthen the legal system, we propose a training plan for the owners and operators of the unregistered vessels.

As a license management plan, we propose the license system for the pilot of the water leisure craft as the license for the unregistered vessels.

In this paper, we propose managing the unregistered vessels to create the safe marine traffic environment.
