dc.description.abstract | Despite continued efforts by VTS, which operates a 24-hour monitoring system, maritime accidents continue to occur. In particular, the importance of preventing marine accidents and the interest in safety have increased compared to the past, so preventive measures against marine accidents that continue to occur are essential. Reporting and investigation of marine incidents within VTS areas is important as a way to proactively recognize and prevent the risk of significant marine accidents. There have been several studies in the institutional aspects of marine incidents, but studies on establishing criteria for VTS marine incidents are difficult to find. The purpose of this study is to establish the criteria for VTS marine incidents and to provide quantitative guidelines for reporting system. Chapter 2, discussed the details of incidents for each transportation institution. According to the content, incidents are defined as dangerous situations that could have led to accidents in the maritime, aviation and railway sectors, and there are no separate quantitative standards for incidents except for aviation. Chapter 3, established the criteria for determining VTS marine incidents through prior research review and analysis of VTS marine incidents(24 cases) and analysis of surveys conducted on VTS operators. The criteria for VTS marine incidents within the Busan VTS area inside of Busan port limits were suggested to be less than 0.11nm of CPA and more than 5.2 of risk in case of TCPA is less than 3min, and the separation distance between ships was less than 0.16nm provided that there was navigational errors or no feedback to VTS calls. On the outside of the Busan port limits, the criteria for VTS marine incidents was suggested to be less than 0.11nm of CPA and more than 5.2 of risk in case of TCPA is less than 3min, and the separation distance between ships was less than 0.16nm. Chapter 4, The traffic survey results were analyzed for three days by applying the suggested criteria, and 110 potential dangerous situations were confirmed within the Busan VTS area. It is analyzed that there are about 13,383 potential hazardous situations when this is translated into one year. It was analyzed that most of the potentially dangerous area derived from marine accidents, marine incidents and three-day traffic surveys were concentrated in the port access areas and coastal seas. This study can be of academic significance in that it presents quantitative standards of VTS marine incidents by reviewing prior research, questionnaires, and analyzing actual reported VTS marine incident cases. In addition, the three-day maritime traffic survey was converted into one year's value and the VTS marine incident criteria were applied to identify potentially dangerous areas. If the assessment of communication is included in the analysis of VTS marine incidents and studies of other ports and coastal areas continue, it is judged that the criteria for VTS marine incidents can be established. | - |
