부산항 북항 재개발을 통한 원도심 재생사업이 지역주민 만족도에 미치는 영향에 관한 연구

Abstract

Busan is a city that has continuously developed around the sea. Among them, the North Port has played a central role in Busan not only geographically, but also economically and culturally. However, with the relocation of the city hall, many functions and roles were transferred to other areas of Busan, and the voiding phenomenon was accelerated due to the aging of the area and the decline of the port function, and the need for regional development emerged.

In particular, with the advent of Busan New Port in early 2000, the necessity of the traditional North Port function disappeared, and based on overseas success stories, the North Port was developed as a logistics and leisure complex port for urban regeneration linking socio-economic and cultural aspects. The success of the regeneration of the original downtown area, where the front and rear industries were connected, soon became one of the important factors for the success or failure of the North Port redevelopment industry.

In this paper, the types, characteristics, and current status of the port redevelopment and urban regeneration industries were investigated, and a prior study was conducted on the factors affecting the satisfaction of the residents.

In the empirical study, a survey was conducted on how the redevelopment of the North Port and the related original downtown regeneration industry were perceived by the local residents and the resident population, and which direction could increase the utility for satisfaction. As a result of the sample survey, it was determined that the problem of cavitation due to aging and aging of the region is serious, and accordingly, the result that local residents can be satisfied with will be the result that local residents can be satisfied with only when policy support is given to boost the commercial district around Busan Station and Nampo-dong, the center of the original downtown.

Based on these empirical studies, measures and implications that should be pursued in order to induce high participation and satisfaction of local residents in the redevelopment of the North Port and urban regeneration of the original downtown were derived.

부산은 바다를 중심으로 발전을 거듭해온 도시다. 그 중 부산항은 지정학적 위치뿐만 아니라 경제, 문화적으로 부산의 중심 역할을 해왔다. 하지만 시청의 이전과 함께 많은 기능과 역할을 부산의 다른 지역으로 이전되었고, 지역의 노후화와 항만 기능의 쇠퇴로 공동화 현상이 가속화되어 지역개발에 대한 필요성이 대두되었다.

특히, 2000년 초, 부산 신항의 등장으로 전통적 북항의 기능의 필요성이 소멸하고, 해외의 성공사례를 바탕으로 북항을 사회.경제.문화적 면을 연계한 도시재생 차원의 물류.레저 복합 항만으로 개발 사업이 진행되며 전후방 산업이 연결된 배후 원도심 지역 재생의 성공이 곧 북항 재개발 산업 성패의 중요한 요인 중 하나가 되었다.

본 논문에서는 항만 재개발과 도심재생산업에 대한 유형과 특징 및 현황에 대한 조사하고 그에 따른 주민의 만족도에 미치는 요인에 대한 선행 연구를 하였다.

실증 연구에서는 북항 재개발과 그에 연계된 원도심 재생산업이 지역 주민 및 상주 인구들에게 어떻게 인식되고, 어떤 방향이 만족도에 대한 효용을 증대시킬 수 있는지에 대하여 설문 조사를 실시하였다. 표본조사 결과 지역의 노후화와 고령화로인한 공동화 현상의 문제가 심각하고, 그에 따라 원도심의 중심인 부산역과 남포동일대를 중심으로 상권 부양을 정책적인 지원이 되어야 지역민들이 만족할 수 있는 결과가 될 것으로 파악되었다.

이러한 실증 연구를 바탕으로 북항 재개발과 원도심 도시재생에 있어 지역주민의 높은 참여와 만족도를 이끌어 내기 위해 추진해야 하는 방안과 시사점을 도출하였다.
