Abstract
9.11 attack in U.S reminded the world of danger of terrorism. In consequence, world trade environment has given more concern and interest not only on trade facilities but also on trade security.

U.S Customs and Border Protection adopted C-TPAT, cooperation between government and business against terrorism in April 2002. And, WCO also recommended member countries to adopt the “WCO Framework of standards to secure and facilitate global trade” in order to secure trade safety and trade facility at the same time as long as trade flow is not hindered, in June 2005. 154 WCO member countries including Our Country submitted the intention of implementation of the program. As AEO which intends the cooperation between customs and business within WCO Safe framework is introduced, 48 member counties such as EU and China are adopting the AEO program.

In order to cope with such global trade environment, Our Country has adopted and operated the AEO program. But, the status is just in the beginning stage since only 73 companies are certified with AEO. Since opinions of business part who is actual beneficiary of this program should be reflected for soft landing of AEO program, a survey for AEO certified companies on satisfaction of the program was conducted. Prior to the survey, to find out the problems and solutions, the basic concept of AEO, characteristics of domestic and foreign AEO program and progress status on MRA(Mutual Recognition Arrangement) of Our Country was reviewed. Based on the survey result, the problem of the existing AEO program was discovered and the improving solution was suggested.

The main problems and complaints from the companies were identified as following. First, AEO certification process is complicated. Second, material for document review is complicated. Third, benefits are not enough from Korea Customs Service and other government bodies. Finally, professional consulting agencies are not enough.

According to the complaints (problems) based on the survey and comparison with foreign AEO program, the solutions to improve the AEO program are as followings.

First, trainings, public relations and amending certification standards on AEO program are necessary. Like the survey report, through the easy accessible seminars, educations and PR materials, activities to make CEO level managers to recognize the necessity and to join the program voluntarily should be done.

And, amending certification standard and simplification of documents should also be considered through the discussion with business part.

Second, MRA among countries should be pursued actively. Benefit such as simplification of clearance procedure in counterpart country is truly necessary to maximize the effects of AEO certification. Especially, MRA with the countries where domestic companies are suffering from trade regulations such as China is even more critical issue.

Third, various benefits should be given to AEO certified companies. Motivation for AEO program should be stimulated through the benefits which can be provided to AEO companies within the regulations.

Fourth, government assistance to AEO certification should be strengthened. But, even though many companies recognized the necessity of AEO, they hesitated to initiate the program with many reasons like budget burden. Related government agencies are needed to introduce the policy to reduce the companies’ burden to check the assistance which companies prefer.

Surely, amending the certification standard and providing benefits should be made within the expecting effects and its policy intention.
