- Abstract
- The VBSS(Visit Board Search Seizer) has got its attention as a major means to cope with the current risky condition at sea for the maritime security.
Despite the VBSS's activities by the coast guard and navy on the surrounding sea, their capability can not effectively cope with high threat from the terror at sea due to the constraint from its organizational model.
This paper review the states of VBSS team of navy and coast guard. After that, it introduces the possible model of VBSS team for an effective operation with studies of navy and coast guards' VBSS mechanism on surrounding sea.
The effective model for VBSS team has been explained by the division of functional module, organizational module, resource module, training module, intelligence module and coorperative module. With the consideration of those module, the purpose of this paper is to provide the way to strength the capabilities of VBSS team by maximizing the effectiveness of using human and material resources.
The military threat level in the East sea is relatively low and non-military threat such as illegal fishing is also nat easy to find. On the contrary, the risk from unstable situation posed by the military threat by North korea in the West sea has increases. The security characteristics of South sea can be explained with the low level threat caused by frequent illegal fishing.
The model for VBSS team has been explained by the division of functional module, organizational module, resource module, training module, intelligence module and cooperative module to provide the effective way for the VBSS based on possible risky characteristics on surrounding seas.
The new model will specify the role of the institutions and efficient managing of resources. It is also expected that the actual capability of VBSS team to cope with various situations at sea which has different security environment will be upgraded via the introduction of the module for effective VBSS team.
