Abstract

Boundary of production, logistics and consumption is getting disappeared as globalization of logistics environment and port has been rapidly changed according to the large and high-speed vessel. World has been asking change continually and it has been changed. In this situation, we want to know how far logistics environment has come and how much of competition is equipped so the effective and efficient measures for complex of port hinterland and industries complex are reviewed. The status of facilities is surveyed based on the port, logistics and industries complex and problem is grasped focusing on the logistics according to the management status and management for each national key industry. Also management status of Dubai and Japan as logistics facilities of advanced country is surveyed and integrated plan of port hinterland presented by government is surveyed.

The result of survey has developed national key industries such as port, logistics center and industries complex and manufacture company separately. Through that, dualism and overlapped over investment have been occurred. The government manages the benefit of local autonomous entity and actual benefic right now and makes private company invest all of these areas.

Based on these contents, 4 kinds of plan are to be proposed.

First, the process from plan to management shall be conducted for the national key industries such as harbor industries, logistics industries and manufacture industries (logistics field) as one-stop project. There are different lows for industries complex, airport and hinterland, cargo terminal, logistics complex, etc and these laws is consisted complexly. So, Change of logistics trend shall be led by integration of the law for the foundation facilities of logistics industries related with rationalization as a tentative name integrated into each law.

Second, the method to revitalize the logistics industries at a core place shall be considered. Government and local autonomous entity is planning and executing the port development and logistics facilities such as investment of foreigner, expansion of Free Trade Area competitively. But in case of Japan, Integrated work is going on as a project of ‘super central port’ because of the failure due to indiscriminate development.

Third, participation shall be revitalized by establishment of export-driven foundation. Government shall lead the avoidance by financial source properly and also lower the ownership in order to reduce the financial burden. Also logistics support facilities and convenient facilities shall be established and operated at the right time at the right place and research institution related with logistics shall be revitalized in order to foster creative logistics industry. The cost reduction and various services shall be developed by training personnel.

Forth, the project shall be conducted by long-term plan and vision. Development and nourishment for logistics s industries shall be conducted together and investment shall be applied by proposal of blueprint for future logistics industry.

Also, management of various service centers is necessary for international business. Hospital, school and bank and place of leisure activity shall be tried to be secured for residential of foreigner

Through this study, we could know clearly where to invest, plan and study related with development of port hinterland. Also cargo terminal, distribution facilities, port facilities are important but especially port is the gate to go into the world and hinterland is regarded as motive power of world trade. All the logistics interested such as government and manufacture company should try to focus on core competence. In conclusion, I hope that this study is to be a basis on the development and management for port hinterland complex and continual study helps the national industries development and it could be a good change to inform the importance of logistics to the general publics.
