부산항 대기정박지 (N-ANCHORAGE) 이용 선박의 통항 안전성 확보 방안 연구

dc.description.abstract Busan port located at the southeastern part of Korean Peninsular is the greatest port In Korea, where a lot of domestic and foreign ship are entering and departing, and N-Anchorage is one of anchoring places used by a lot of ship. Though there are heavy traffic volume of ship and the risk of maritime accidents always exist, there has been almost no collection of data or analysis on the research data for N-Anchorage of Busan port. In response to that, we analyzed the condition, the natural environment, the current maritime accidents and examples as well as the collection of research data, in order to figure out the character and cause in the maritime zone and present the measure for improvement. Moreover, we classified the character of marine traffic for static and dynamic investigation for a certain period, drawing a conclusion to improve and secure comprehensive and effective safety of maritime traffic for ship using N-Anchorage. First, the measure to adjust the zone has to be taken immediately to address the problem of congestion in some zones among N-Anchorage at Busan port. The N-Anchorage at Busan port has the greatest congestion in the N-3 zone due to the indiscriminate anchorage of ship inside the 5 appointed anchorage ranging from N-1 to N-5, which calls for the measure to address the over-congestion that results in accidents arising from various reasons, such as the change in the natural environment, neglected guarding and so on, when ship is anchored. Second, ship navigating the N-Anchorage at Busan port have to enter and depart from the port in accordance with their obligation to respect the maritime route set forth by the law governing the order of port-opening. From our investigation, most of ship were found to flout the second maritime route, making the traffic in the corresponding maritime zone congested and increasing the chances of collision between the anchored ship and moving ship. So, the obligation of all ship as to the safety of ship and the observance of law have to be met at the same time by ensuring a faithful respect of the maritime route. Third, an aggressive control of VTS ship at Busan port has to be put in place and its role has to be expanded. The over-congestion of ship and the violation of the maritime route at the zone mentioned above can be prevented by means of positive recommendation, control and information service. The service of VTS at Busan port needs to be expanded as well as its role, given that the role played by VTS is closely linked to the safety of ship. Fourth, better maritime traffic can be assured for ship using N-Anchorage at Busan port if the current dual management of South port and N-Anchorage is unified and ship operators make more efforts at basic guarding and coping. Finally, the safety facility inside the ship has to be put in place by taking full measure to cope with sudden and unexpected inclement weather, so that people can escape from ship any time in case of unexpected unfavorable weather. Like this, if the aforesaid things are carried out well, the safety of ship that use N-Anchorage at Busan port will improve and be secured. -
