블록트레인(Block Train)의 운영현황 및 발전방안에 관한 연구

dc.description.abstract As the issues of environmental destruction caused by the global warming came to be a topic of worldwide national policy, policy switching toward both environmental protection and economic growth is needed. Due to these changes in the management environment, environment-friendly logistics has emerged as the most important key point, and the importance of the block train, which is a transportation means, will be even more magnified in the future. The reason why the block train could be developed in Europe was because of their increased interest in energy-saving transportation means. In Korea, too, it is the very time to have recognition, more than anything else, that the activation of block train, which is a measure to use the railway that is the most efficient and competitive environment-friendly transportation means, is very important. Accordingly, the current status and strategies for the block train were investigated in this study. First, through reviewing the precedent studies the concept and operation system of block train were studied. And then, corporate operation practices in foreign countries and Korea's current situation of bock train were compared. In addition, through the SWOT analysis, the strength and weakness of Korea's block train as well as the opportunities and threat factors were analyzed. And the problems of Korea's train block were drawn. Finally, the development strategies for Korea's block train were proposed dividing into operation side, facility side and strategy side, and the results are as follows. To activate Korea's block train, in terms of facilities, first, freight bases should be activated by selecting base stations focused on container handing stations because the container transportation will be the most important part in the future. Second, Transportation time should be shortened and service quality should be improved through minimization of waiting time for locomotive shunting by introducing high efficiency equipment and improving line distribution in the station. Third, transportation services of block train should be expanded by introducing push-pull freight trains. First, in terms of operations, actual costs of freight shippers should be improved through the diversification of the freight charge system and the expansion of railway transportation should be promoted. Second, efficient operation should be promoted by improving operating modes of inland logistics bases and port rail shipping points. And the third, expansion of transportation volume should be set out by activating intermodal rail freight transportation business. In terms of institution, first, the institution for expansion of rail logistics system should be improved. in case shippers or carriers want to install rail logistics facilities such as railway lead-in tracks for the purpose of railroad transportation, plans for some support for this should be come up by the train operators and the country. Second, activation of block train should be promoted by fostering the intermodal carriers that use the block train and by providing support plans for this. Third, plan for reducing some of costs paid for the infrastructure linkage fees was reviewed as necessary in installing rail logistics infrastructure installation. In order to activate the block train, consistent investment and efforts based on a long-term national vision and policies will be needed to overcome many difficulties to be faced in the future. -
