Abstract

One of the major issues on Korean container port development policy seems to be the so-called ‘Two-port System’ aiming at cultivating two global hub ports such as Busan Port and Kwangyang Port. For this, since early 2000's several initiatives have been implemented such as exemption from port charge, container volume incentives etc. The reality, however, seems to be quite far from the aim of the policy. After more than 10 year time Kwangyang port still remains at the similar level of container cargo volume, while Busan port keeps its global position as the 5th in terms of container throughput.

This study, therefore, aimed at analysing Korean port policy particularly with respect to the ‘Two-port System’. For this we reviewed the previous port policy schemes and carried out a questionnaire survey on the perception of the port policy. Based on the results of the review and the survey we proposed several points for the revision of port policy.
