Abstract
In the era of the United Silla Chang Pogo set up Cheong-Hae-Jin which was a kind of special Military and Administrative Base in the very important place for marine route and beat the pirates to lead the marine trade activities. The Wando, the last island of southern sea, is believed to be the place of Cheong-Hae-Jin which was the center of Korea, China and Japan seas in thousand years ago.

This means that he established a global network which dominated not only triangular trade among Korea, China and Japan, but also the trade between the South and North areas within China, as well as merchants from Persia and Southeast Asia.

As the 21st century is featured as "new-maritime era", commercial sea power has been a critical factor in the prosperity and development of a country. In this regard, many intellectuals in Korea has revaluated the historical significance of Chang Pogo's marine trade activities to take out some implications for today.

His achievements presented a new model of trade and business for various fields and could be supposed to be conducive to Korea's being trading hub in Northeast Asia. Furthermore he can be marked as a pioneer who saw through the importance of advancing to the ocean and took a leading role in shifting tribute trade(public trade) to private trade. He was a person who proved the old saying, “he who controls the sea, shall control the world itself" to be true.

After all, the implications of his achievements could be found in that his pioneering spirit, realization of the importance of sea power and openness are surprisingly coincided with the key words of the 21st century of globalizing era.
