Abstract
Ports differ not only in their design, layout and geography but also in their administration and management. The role of government in port development and operation varies from country to country, and the constitutions of port authorities, stevedoring companies, terminal operators and other companies operating in the port estate differ in a variety of ways. There is no standard ownership pattern and organizational structure and ports throughout the world adopt a variety of different administrative systems and management styles.



Changes have been proposed to the institutional structure for the administration of seaports in the Republic of Korea. The Korean government has established independent port authorities in the two major ports of Busan and Incheon and changed the arrangements for the provision of port services, particularly from the viewpoint of port ownership. This thesis has been commissioned to enable it to support to these trend and to assist in the formulation of an appropriate policy for port management in the future.



The principal objective of this paper is to provide a review of 'port authority(PA) system' in seaport administration. More specifically, the thesis contains a review of recent developments in seaport administration, a discussion on the principal trends and characteristics of the organisational structure of port authorities and an analysis of the current PA-related laws being pursued by Korean government. A classification of different administrative models for seaport administration is also mentioned. The thesis also presents a comprehensive classification of the different forms of ownership and management of seaport terminals, with particular reference to the operation of container terminals. This is followed by an analysis of the current PA system, particularly in terms of futuristic suggestions.



This thesis has been based on desk research of published and confidential literature and information, discussions with leading specialists in the maritime industry and contacts in the global port transport industry. The study is organised into six substantive sections. Following the brief introduction, chapter 2 contains a review of the general concept of port management system in the administration of seaports followed, in chapter 3, by the comparative analysis of the current port management system around the world. Chapter 4 contains a discussion on critical issues of current PA system to be considered when contemplating restructuring port administration in Korea. Chapter 5 suggests the some measures for improving the existing PA system in Korea from the viewpoint of PA-related laws followed by a brief conclusion in Chapter 6.
