Abstract
The logistics advance is a key element in order for the Korean economy to chieve success in the world economy as well as to ultimately become an advanced economic leader. Additionally, development could not be realized without addressing the challenge of transforming the port labor system. Transformation will allow Korea to drive forward its national strategies: advancements in logistics and establishment of Korea as a logistics hub for Northeast Asia. The labor sector should also have a broad mindset and look into the positive aspects of the change such as job security and improved working conditions, outgrowing the obsession over small visible profits.

The reform of the dock labor system largely involves changes to the labor supply system whereby stevedoring companies directly employ their own workers on a full-time basis, a system which has been dominated by port labor unions for over 100 years. Accordingly, dock laborers will be entitled to guarantee working conditions such as job security, retirement, and coverage through four insurances. Likewise, stevedoring companies will be able to enhance their operational efficiency through a liberal labor supply system.

Upon restructuring the port labor system, the Port of Busan has adopted decasualization of labor supply since January 2007, and Pyeongtaek Port since July 2007. The Port of Incheon will join them through the conclusion of a detailed tripartite agreement and soon engage in the decasualization of employment soon. In particular, this reform is highly regarded as a model case of the participatory government which draws upon an amicable agreement among the unions, private companies and the government through resolving conflicts, unlike other cases in foreign nations.

In December 2005, “"the Special supporting act of Decausalization of port Laborers" is established by Korea Government. when enacted this law, the korea government will find the positive effect that reduce labor cost and improve the production of port and confidence of abroad. I would like to call attention to the criticism of these kinds of effect and actually situation. In conclusion, has compared the positive and negative effects caused by decasualization in order to introduce ways of maximizing the efficiency of port operations, but limited at the Pusan port.
