Abstract
Since 1970th, our Nation had developed continuously in economy and ranked to top class as advanced Nation at quantity of proceeding cargo and goods transported. It is ranked at topclass in Shipbuilding Industrial from 20th century.

Port facility has developed more easily. But Entering ship is getting bigger and bigger and it is difficult to handling in shallow waterage. So all ship in port must use to aid a towing boat service and pilot service.

A tugboat (tug) is a ship that maneuvers vessels by pushing or towing them for berthing or unberthing to port. Tugboat help a vessel that can not move themselves alone in limited area, such as ships in a congested harbor or a narrow canal, And also cannot move themselves such as barges, disabled ships and oil platforms. It is essential to ship for moving in port and can rescue agrounded and stranded ship in port by towing.

All vessel will be danger in port when weather is so bad. Generally it is difficult to helped to danger ship by tugboat due to system of operation.

But as many problem like strike of towing boat crew and operation method of towing service, it is difficult to use a towing service exactly. So it is often delayed entering procedure and proceeding according to cargo system. our port has been confronted a turning point in Advanced Nation. so our country need to amend a law system and operation of handling system.

This study is to efficient about towing service method and tugboat crew law and to legislate about in logical law by comparing with other Nation's towing operation method.

Chapter 1 explained this study. we find out about scale and method of study.

Chapter 2 described a present towing service system and law of tugboat crew. Introduced about two kind of operation system and accident two case of ship in port. also happened tugboat crew strike recently. so we find out about the problem of strike of crew.

Chapter 3 introduced system of other Nation's towing operation. there are 8 kind of Nations USA, Japan, Singapore, etc. Each Nations explained about her regulation of tugboat business and operation method.

Chapter 4 discussed about best method of tugboat operation system for us and law for ship's crew for efficiency recently. we derived efficient method about operation system and ship's crew of tugboat as abandoned pre-regulation. so we legislated from efficient method for system and ship's crew regulation.

Chapter 5 concluded about this study and suggested legislation about this operation efficient method.

we need to remand the pre-regulation about operation of tugboat quickly as hub in EasternNorth asia.
