Abstract
As marine traffics has considerably expanded, marine accidents have increased in the domestic coasts and world wide.



In this study, the causes and measures of marine accidents from 2001 to 2010 have been examined and analyzed by using the statistics of Korean Maritime Safety Tribunal and then tried to propose the effective methods for preventing marine accidents, specially collisions at sea,



Furthermore, this study aims to find out the causes and measures of collisions at sea in order to contribute to the developments of shipping and national economy.



The causes and status of maritime accidents are as follows.

1. Mistakes of navigation (guard negligence, sailing violations, negligence of duty, etc.)

2. Carelessness of treatment and defects (carelessness of treatment of engine, etc.)

3. Others (carelessness of ship management and force majeure, etc.)

According to the statistics of collision accidents, the collision between fishing boat and non-fishing boat occurs most frequently (38%). In the case of speed analysis in a collision, 5-10 knots shows most frequent. More than 80% of collision accidents occurs through carelessness. Collisions relating to the navigational circumstances, such as head on, overtaking, and crossing are also analyzed specifically.



The following shows measures to avoid and minimize collisions at sea based upon the above analysis of their causes.



1. Management system of shipping company

(1) Administration of manpower placement and management of the crew

(2) Increase in athletic training of the crew

(3) Special training for the crew



2. Management system on board the ship

(1) Rout setting for the safe navigation

(2) Strict placing of duty

(3) On the job training on board the ship

(4) International regulations for preventing collisions at sea carefully applied



This study also examined effective financial measures, such as hull insurance, cargo insurance, and P&I insurance, for insurance cover resulting from collisions at sea.



The consistency of the maritime safety policy, active offshore management, and management of effective marine transportation control as the policy measures are also studied carefully.



In summary, through careful examining the causes and measures of collisions at sea, the loss or damage resulting from collisions shall be considerably reduced, which will contribute to the development of international trade, shipping business and national economy.
