for Ocean development industry
For the ocean industry, human capital is the critical factor. For our country to fulfill the worldwide ocean power, everybody would know that the marine manpower training scale needs to be expanded. Ocean related creative training talented individuals can be educated in short-term by specialized ocean school education and training. However, if the raising competent people just focuses on formal education and vocational education, we can’t expect for a sustainable ocean industry development. If our nation have interest and experience the ocean, and have sympathy in the importance and benefit, the sustainable development for the marine and ocean industry will be much easy, and it will become the base for outstanding marine talented training. For this, ocean lifelong education is the principle.
In this research, we first saw our country present ocean industry and the ocean lifelong education concept and definition besides formal school education to secure ocean human capital. Second, we researched about the ocean lifelong education that has been progressing by the organization, and by this, we inferred what to improve from our country ocean lifelong education. Third, we progressed a depth interview about our country ocean lifelong education improvement plan and direction of improvement to the expert of marine education, ocean education hands-on staff, and HRD experts based on the researched ocean lifelong education problems. We also analyzed the direction of improvement, awareness, and diagnosed about each ocean education.
As a result, the improvement point for present ocean lifelong education of our country was first, the reflect of variety of marine related information in our country lifelong education is low, second, the learners were mostly children and teenagers, third, most of the were event education. Forth, it is good that there are a lot of experimenting programs, but most of them were experiment of ocean leisure sports and visiting the facilities, and because these are one-time thing so it was hard to secure marine citizenship or help them set their career in marine. Fifth, all facilities had similar contents for the experimenting program, and sixth, education period was concentrated on May and November.
By this kind of research, when we look into the direction of improvement by the result of the depth interview of experts and marine facility survey, the first opinion of experts in the aspect of improving and developing way was that there are limitation in self-centered results, administration of exhibition marine lifelong education operating and institutional financial reinforcement in the area of ocean lifelong education such as Ministry of Maritime Affairs and Fisheries government affiliated organization and researchers. Also they suggested that there needs to be a research about education diversification to provide actual education. Second, in the area of developing contents, they said that it is important to develop education program that is long-term and education program that is personalized for each characteristic of learners. They also mentioned that for secure of hereafter education contents, we need educational network by the cooperation of other educational institutions. Also the development of educational contents according to the identity of each facility will help increase of qualitative education. Third, in the aspect of operating education, there were a lot of opinions of diversification and educational qualitative increase by cooperating with citizenship training facility or normal lifelong education. They insisted on drastic education advertisement and investing in the marketing as the improvement and development direction for activation of ocean lifelong education and overlapping educational program operating by each organizational network.
When we look at the improvement and development of ocean lifelong education of each organization by the experts opinion, the high score that showed in the section of improvement and development of ocean lifelong education was enlargement of support in the section of systematic complement. The development and operating program of ocean lifelong education that is creative followed. On the contrary, the evaluation and monitoring of ocean lifelong education and consulting had the lowest directionality in the field of lifelong education contents development, but had higher than average directionality in most of the item. This shows that there needs to be supplementation in the system, contents, and education operation parts.
Overall result prospect that from a lot of factors of oceane industry development, citizenship training by the ocean lifelong education will promote human capital and improve the development of ocean industry. It is meaningful in the way that the ocean lifelong education which was ambiguous were conceptualized. Also we analyzed our country ocean lifelong education present condition and the problem, and by this we suggested improvement and development direction of ocean lifelong education in the aspect of experts and each facilities by analysis of actual proof. This will help in developing contents of ocean lifelong education and educational operation positively in working level and in providing information about present condition of ocean lifelong education.
