Today, international trade is contributing to improving the quality of human life as a driving force of economic growth and development. As international trade volume increases and becomes more complicated, customs continues to shift from traditional control to new control and approaches to risk management.

In the past, the emphasis was on facilitating international trade through simplification of customs clearance procedures. However, in the wake of the September 11 terrorist attacks in the United States in 2001, the WCO and customs authorities are making every effort to secure the security of the trade supply chain

The international customs authorities and the customs authorities need to analyze and select the risk factors in advance to obtain various kinds of information related to trade transactions in order to achieve both speed and safety. In order to effectively implement the risk management, we believe that risk management, sharing of risk factors, and establishment of a cooperative system are all necessary.

The establishment of an integrated risk management system and the establishment of a customs border risk management center will maximize the synergy effect of risk management, To do this,

First, it is obligatory to share information among Customs offices, the Bureau and Risk management center,

Second, as a hub for information exchange such as generation and spread of intelligence, it is necessary to activate exchanges with other government agencies, consumers, and overseas NTCs.

Third, it is necessary to develop selection criteria and indicators using advanced technology such as Big data and AI-based risk management system. Big data, anomalous sign system, import / export monitoring result should be analyzed and reflected in selection criteria.

Fourth, it is necessary to spread risk management minds of risk management members, and to nurture risk management specialists such as risk analyst and professional profiler.
