해양재난관리체계와 해군의 역할

Abstract

최근 국내에서 발생한 해양재난대응에서 많은 문제점이 발생하였다. 특히 2014년 세월호 침몰사고는 초기대응 미흡, 선장의 도덕적 해이, 많은 구조기관 및 단체의 혼란 등을 여실히 드러내며 국민의 해양재난에 대한 불안을 가중시켰다.

이 논문의 연구목적은 과거로부터 국내 해양재난 발생시 중요한 역할을 수행한 해군에 대해 해양재난관리체계에서 해군의 역할과 발전방안을 도출하는데 있다.

이 논문의 구성으로 제1장 서론에서는 연구배경 및 목적, 연구내용 및 방법을 설정하였다. 제2장에서는 재난의 개념과 특성, 재난관리의 개념과 목적, 해양재난의 개념 및 특성 등을 이론적으로 고찰하였다. 제3장에서는 외국의 해양재난관리체계의 현황과 대응기관, 해양재난관리에 따른 해군의 역할 및 대응현황을 검토하였다. 외국의 해양재난관리체계는 미국, 영국, 일본을 주로 연구하였고, 기타 독일, 프랑스, 스위스 재난관리체계에서 군의 역할을 검토하였다. 제4장에서는 해양재난관리체계에서의 해군의 역할에 대해 살펴보았으며, 재난에 대한 군 지원의 법적 근거와 국방재난관리훈령에 따른 군의 역할에 대해 검토하였다. 또 국내 해양재난관리에서 해군의 역할 및 현황을 검토하였으며, 국내 해양재난 사례로 여객선 서해 훼리호 침몰사고 등 4건의 사례에서 해군의 역할에 대해 연구하였다. 제5장에서는 2장에서 4장까지 연구한 내용을 바탕으로 해양재난관리 및 대응에서의 우리나라 해군의 역할 정립 및 발전방안을 검토하였다.

해양재난관리체계에서의 문제점으로 지휘체계의 혼란, 구조기관간의 원활한 소통의 미흡, 통합 매뉴얼의 부재, 재난통신망 구축 미흡, 통합 교육훈련 미흡, 해양재난관리 전문인력 양성 미흡에 대해 분석하였다. 해양재난 사례, 외국 재난관리체계에서 군의 역할, 국방재난관리 및 해양재난관리체계에서 해군의 역할, 현재 추세에서의 해군의 역량을 분석함으로써 해양재난관리대응에 있어서의 해군의 역량 강화 필요성을 확인하였다.

이에 따른 해양재난관리의 체계적 개선을 위한 해군의 역할 정립 및 발전방안을 도출하였다. 총 4가지의 방안을 도출하였는데 첫째, 제도적 측면에서 해군의 역할 명확화, 둘째, 해양재난 발생시 해군과 해양경찰의 지휘관계 개선, 셋째, 해양재난 대응능력 강화를 위한 전문인력 양성, 넷째, 통합적 교육훈련체계 완비이다.

이 논문은 현행 해양재난관리에서의 문제점, 해양재난관리 및 대응에 있어서의 해군 역량 강화 필요성을 검토하여 해양재난관리체계에서 중요한 역할을 수행하고 있는 해군의 역할 정립 및 발전방안을 제시하는데 그 의의가 있다. |Recent maritime disasters in Korea have disclosed a number of

problems in the management of maritime disaster. In particular, the

sinking of the ferry Sewol in 2014 aggravated the public's anxiety over

the maritime disaster when people observed insufficient initial response

to the accident, moral hazard of the captain, and chaos of rescue

organizations

The purpose of this paper is to derive the ROK Navy(ROKN)’s role

and development methods in the maritime disaster management system

for the ROKN, which has played an important role in maritime

disasters

In the composition of the thesis, the introduction of Chapter 1 sets

the background, purpose, methods and scope of the study, and Chapter

2 theoretically considers the concept and characteristics of disasters and

the maritime disasters. The concept and the purpose of disaster

management are also considered in Chapter 2. Chapter 3 reviews the

foreign maritime disaster management system, the role of the ROKN in

maritime disaster management, and the rescue history of the ROKN. In

the paper, it mainly studies foreign maritime disaster management

systems of the United States, the United Kingdom and Japan. The

maritime disaster management system of Germany, France, Switzerland

and other countries are also studied to find out the military role in the

maritime disaster management in the papaer. Chapter 4 examines the

ROKN’s role in the maritime disaster management system. Also, the

chapter studies a legal ground for military support for disasters and the

role of the military in accordance with the National Emergency

Management Decree. Besides, the paper examines the role and the

status of the ROKN in the management of maritime disasters in Korea,

and studies the role of the ROKN in four martime disaster cases,

including the sinking of the ferry in the West Sea of Korea.

Based on the studies from Chapter 2 to Chapter 4, Chapter 5 reviews

the role of the ROKN in maritime disaster management and

development plan for the ROKN’s maritime disaster management

system.

This Paper also examines the problems in the maritime disaster

management system such as confusions in the command system,

miscommunications between rescue agencies, a lack of integrated

manual and personnel, and insufficient integrated education and training.

The paper confirms that the ROKN should strengthen maritime

disaster manangement capability by analysing maritime disaster cases,

the military role in foreign disaster management systems, the ROKN

role in the military disaster management and maritime disaster

management system, and the ROKN’s capability in the current trends.

This studies suggests the establishment of the role of the ROKN and

the development schemes for systematic improvements in the maritime

management system.

The four schemes are suggested in the paper. First, the role of the

ROKN in institutional aspects should be clarified. Second, the commnad

line, in time of a maritime disaster, between the ROKN and the

Maritime Police of Korea should be improved. Third, high skilled

manpower should be fostered to strengthen the capability to deal with

maritime disaster. Fourth, the integrated education and training system

should be fully prepared.

This paper is meaningful as to suggest the role of the ROKN in

maritime disaster management system and the development schemes by

examining a need for bolstering the ROKN’s capability in maritime

disaster management and the problems in current maritime disaster

management.
