부산항 컨테이너터미널 운영사의 효율성 제고방안에 관한 실증연구

Abstract

As the shipping and port industry has become larger and more globalized, business environment has required companies to drive a broader, detailed and specific strategy. Also, given the excessive demand for improving service quality, it becomes inevitable for companies to confront fierce competition. In the case of Busan Port, the world's top five GTOs, including PSA International and DP World, launched their business in the Busan Port since the opening of the new port in 2006, and as the result of fierce competition, Korean port operators suffered from problems such as sluggish earnings and financial difficulties. Against the backdrop of emerging problems, the Ministry of Oceans and Fisheries announced in September, 2018 that it planned to consolidate and expand operators in Busan port in order to cope with the recent reorganization of shipping alliance and the trend towards larger vessels. Also under the plans, they will make every effort to ensure balancing development between domestic and foreign terminal operators with generating reinvestment to the domestic port industry, which will lead to establish a global terminal operator and serve as a steppingstone to enhance its international competitiveness. The purpose of this study is to examine the growth of GTOs in the global shipping and port market, the status and performance of container terminal operators in Busan port and to identify the factors affecting the efficient operation of container terminal with opinion held by employees from Busan port container terminal through empirical research. The results of this study are summarized as follows. First, it is proved that factors such as terminal facilities, terminal operation, and management intention bring about statistically significant results among factors extracted as determinants of container terminal operations performance. As the result of verification, terminal operation has the greatest influence on the performance of terminal operations followed by manager's will and terminal facilities. Second, among the determinants extracted, the corporate culture and management strategy were found statistically significant in terms of container terminal operation performance. The results of this study suggest that organizational culture (corporate culture, management strategy) can improve operational performance such as productivity improvement, efficient terminal operation, and so on. Third, the T-test was used to analyze the difference in awareness between employees of domestic terminals and foreign terminals on the efficiency of the container terminal operation in Busan port. According to the result of the T-test, variables that show significant differences between employees of domestic terminal operators and foreign terminal operators, were improvement of the information system, improvement of terminal facilities, innovation of change, role of change-oriented leader, and efforts to attract new services. Based on the result of the T-test, employees from foreign terminal operators regarded the importance of a high level of global brand awareness (4.102), building global sales network (4.037) and specialized know-how in port operation (4.019) as key factors to the operation efficiency. On the other hand, employees from domestic terminal operators considered that the importance of specialized know-how in port operation (3.745) and efforts to attract new services (3.575) are critical factors but the factors does not outweigh those of foreign terminal operators. Analysis of the results of the T-test showed that the important factor of the container terminal efficiency considered by employees from foreign terminal operators is facility investment such as the improvement of the information system and the improvement of terminal facilities, while employees from domestic terminal operators regarded change and innovation as the most critical factor. As a limitation of the study, first of all, the factors that affect operational performance in the measurement of variables are considered only organizational characteristics and organizational cultural factors, but in addition, various factors that may affect the performance of the container terminal will need to be further extracted. Second, since the container terminal operators at Busan Port are subject only to research, therefore, it is difficult to expand and apply the research results to container terminals throughout the country.|해운ㆍ항만 산업이 대형화 및 글로벌화 되면서 기업의 경영 또한 이에 부응하기 위해 보다 폭넓으면서도 세밀하고 구체적인 전략이 요구되었고, 서비스 수준 향상에 대한 지나친 요구 등으로 기업 간 치열한 경쟁이 불가피한 실정이다. 부산항의 경우 2006년 신항이 개장하면서 세계 5대 GTO인 PSA International과 DP World가 부산항에 진출하였고, 치열한 경쟁 결과, 국내 항만운영업체들은 임대료 체납액이 누적되는 등의 실적부진과 자금난과 같은 문제점들을 발생했다. 이러한 문제점이 대두되고 있는 가운데, 해양수산부는 2018년 9월 발표한 보도자료에서 밝힌 바와 같이 최근 해운 얼라이언스의 재편과 컨테이너 선박의 대형화에 발맞춰 부산항 터미널 운영사를 통합하여 대형화하고, 외국자본 잠식을 둔화시켜 국내 항만산업에 재투자를 위해 국적 터미널 운영사과 외국적 터미널 운영사가 균형 있게 성장할 수 있도록 지원하여, 글로벌 국적 터미널 운영사를 설립하고 국제적인 경쟁력을 키워 나갈 것으로 보인다. 본 연구의 목적은 글로벌화 된 해운ㆍ항만시장에서 등장한 GTO들의 성장 및 부산항의 컨테이너 터미널 운영사들의 현황과 실적 등을 살펴보고, 부산항 컨테이너 터미널 종사자를 대상으로 컨테이너 터미널의 효율적 운영에 영향을 미치는 요인들을 실증연구를 통해 확인하고자 한다. 본 연구의 연구결과를 요약하면 다음과 같다. 첫째, 컨테이너 터미널 운영 성과의 결정요인으로 추출된 요인 중 터미널 시설, 터미널 운영, 경영자 의지가 통계적으로 유의한 결과를 나타냄으로써, 이러한 요인들이 컨테이너 터미널 운영 성과에 영향을 미치는 것으로 검증됐다. 특히 검증 결과 터미널 운영이 가장 큰 영향을 미치며, 경영자 의지, 터미널 시설 순으로 나타내고 있다. 둘째, 추출된 결정요인 중 기업 문화, 경영 전략이 컨테이너 터미널 운영 성과에 통계적으로 유의한 것으로 나타났다. 이러한 연구 결과는 조직 문화(기업 문화, 경영 전략)가 생산성 향상, 효율적 터미널 운영 등과 같은 운영 성과를 증진시킬 수 있음을 의미한다. 셋째, 부산항 컨테이너 터미널 운영 효율성에 대한 국적 터미널 운영사와 외국적 터미널 운영사 종사자 간의 인식차이를 비교하기 위해 T-검정을 활용하여 분석하였다. T-검정 결과 국적 터미널 운영사와 외국적 터미널 운영사 종사자의 집단 사이에 유의한 차이를 보이는 변수는 정보시스템 개선과 터미널 시설의 개선, 변화혁신, 변화주도자 역할수행, 그리고 신규서비스를 유치를 위한 노력이었다. T-검정 결과를 분석해 보면, 외국적 터미널 운영사 종사자들은 높은 회사 글로벌 인지도(4.102), 글로벌 영업망 구축(4.037)과 전문화된 항만 운영 노하우(4.019)요인을 중요하게 인식하고 있다. 반면 국적 터미널 운영사 종사자들은 전문화된 항만 운영 노하우(3.745), 신규 서비스 유치를 위한 노력(3.575) 요인을 중요하게 인식하고 있지만 외국적 터미널 운영사 종사자들에 비해 중요도는 낮게 인식하고 있다. T-검정 결과를 분석해 보면 컨테이너 터미널 효율적 분석 요인 중 외국적 터미널 운영사 집단에게 중요하게 인식되는 요인은 중요한 것은 정보시스템의 개선, 터미널 시설 개선 등의 시설 투자부문에 대해 중요하게 인식하고 있으며, 국적 터미널 운영사 집단에서는 변화와 혁신을 중요시 하는 것으로 나타났다. 본 연구의 한계로, 첫째, 변수 측정에 있어서 본 연구에서는 운영 성과에 영향을 미치는 요인을 조직 특성과 조직 문화 요인만을 고려하였으나, 이외에도 컨테이너 터미널 운영 성과에 영향을 미칠 수 있는 다양한 요인들을 추가적으로 추출하여야 할 것이고, 둘째, 본 연구는 부산항 컨테이너 터미널 운영사만을 연구대상으로 삼았기 때문에 국내 전체의 컨테이너 터미널로 연구결과를 확대 적용시키기는 어렵다고 본다.
