우리나라 컨테이너 터미널 안전관리제도 개선방안에 관한 연구

Abstract

본 연구는 우리나라 컨테이너터미널 안전관리제도에 관한 효과적인 개선 방안을 제시하여 컨테이너터미널 내 작업자가 보다 안전한 환경에서 작업할 수 있는 여건을 조성하여 부산항이 선진 안전항만으로 도약하기 위한 단초를 제공하는데 그 목적이 있다.

본 연구의 목적을 달성하기 위해 우선 선행연구에서 지적하였던 컨테이너터미널 안전에 관한 문제점들을 규명하고, 해외 선진항만의 사례들과 비교·분석하여 좀 더 실효성 있는 해결 방안들을 고찰했다.

그 결과 우리나라의 경우, 효과적인 재발방지 대책과 대안 마련의 기초가 되는 재해 통계 수집에서부터 많은 문제점이 있었으며, 관련법과 제도 등의 미비로 운영회사와 정부기관에서는 체계적인 항만 안전관리 조직과 시스템을 갖추지 못하고 있는 것으로 나타나 이에 대한 개선이 필요한 것으로 보인다.

컨테이너터미널 내 사고원인의 대부분은 작업자의 안전 불감증으로 인해 발생된다. 하지만 이제는 이러한 안전의식 부족이라는 결론만 내고 그칠 것이 아니라 작업자의 안전의식이 장기적이고 지속적으로 현장에 작용하기 힘든 요인들에는 어떠한 것이 있는지 살펴보고 이를 제어할 수 있는 강력한 법·제도 등을 보완한 다음, 그 틀 안에서 조직적이고 체계적인 예방 활동들이 이루어져야 할 필요성이 있다.|This study has a purpose for providing the beginning in order for Busan port to take a leap as an advanced safe harbor, and setting the conditions in order for the workers in container terminal to work in a safer environment than ever, by suggesting effective improvement plans about the safety management system of the container terminal in South Korea.

So as to accomplish the purpose of this study, we have examined more effective solution plans by comparing and analyzing the safety cases of overseas advanced port, with the indicated reasons in the previous study of the past why the container terminal safety problems wouldn't still improve.

First of all, in case of South Korea, there are lots of problems in the collection of disaster statistics, which is the basis of effective measures to prevent recurrence and the alternative plans.

Therefore, improvements are needed, because the operating companies and government agencies are not equipped with the systematic port safety management organizations and systems, due to lack of related laws and regulations.

Most causes of accidents in container terminals are owing to the safety insensitivity of Worker, But now it is expected that the organized and systematic accident prevention activities should be carried out, after examining what factors hinder the long-term and continuous safety consciousness in the container terminal, and remedying the laws and regulations which could control those factors.
