국내 콜드체인 의약품 운송체계 개선방안 연구: 온도관리를 중심으로

Abstract

The purposes of this study are to determine the current status and problems in the inland transportation of cold chain pharmaceuticals in Korea and to propose improvement plans focusing on temperature control. The use of temperature controlled packaging and vehicles is expected to continue increasing for the inland transportation of cold chain pharmaceuticals in Korea as the market for cold chain pharmaceuticals grows. However, temperature controlled packaging and vehicles that are not properly qualified are currently being used for the inland transportation of cold chain pharmaceuticals, and the relevant regulatory requirements and institutions are insufficient in Korea, which makes it difficult to appropriately preserve the temperature and quality required for cold chain pharmaceuticals during transportation. In this study, the current status and problems in the inland transportation of cold chain pharmaceuticals in Korea have been determined. In addition, the scientific standards for the qualification of temperature controlled packaging and vehicles have been established through analyzing and organizing temperature data which were actually measured, and in-depth information for appropriate temperature control has been provided after identifying the technical limitations of temperature controlled packaging and vehicles in current use. Lastly, the specific plans to improve the temperature control for the inland transportation of cold chain pharmaceuticals in Korea have been derived, and each improvement plan has been prioritized by using The Borich Needs Assessment Model and The Locus for Focus Model after a survey with experts belonging to pharmaceutical manufacturers. The results of this study are expected to provide directions for the temperature control improvements in the inland transportation of cold chain pharmaceuticals and for the change of interested parties’awareness.

본 연구의 목적은 온도관리를 중심으로 국내 콜드체인 의약품 운송의 현황 및 문제점을 파악하고 개선방안을 제언하기 위한 것이다. 콜드체인 의약품 시장이 성장함에 따라서 우리나라에서도 콜드체인 의약품 운송을 위해서 온도관리 포장과 차량을 이용하는 것은 계속 증가할 것으로 전망된다. 그러나 현재 우리나라에서는 적격성 평가가 제대로 되지 않은 온도관리 포장과 차량이 국내 콜드체인 의약품 운송에 이용되고 있고 관련 규제 요구사항과 제도가 부족하여서 콜드체인 의약품에 요구되는 온도 및 품질을 운송 중 적절히 유지하기에 어려움이 있는 상황이다. 본 연구에서는 국내 콜드체인 의약품 운송의 실태와 문제점을 파악하였다. 그리고 측정된 실제 온도 자료의 분석 및 구성을 통해서 온도관리 포장과 차량의 적격성 평가를 위한 과학적 기준을 수립하고 현재 이용되고 있는 온도관리 포장과 차량의 기술적 한계를 확인해서 적절한 온도관리를 위해 필요한 상세한 정보를 제공하였다. 마지막으로 국내 콜드체인 의약품 운송에서의 온도관리를 개선하기 위한 구체적 방안을 도출하고 의약품 제조업체 소속의 전문가를 대상으로 하는 설문조사를 시행한 후 Borich 요구도 공식과 Locus for Focus Model을 활용해서 각 개선방안의 우선순위를 결정하였다. 본 연구 결과가 국내 콜드체인 의약품 운송에서의 온도관리 개선과 이해관계자의 인식전환을 위한 방향을 제시해줄 것으로 기대한다.
