Abstract
This study is an organization responsible for overseeing accidents caused by falling into the sea, falling, or isolating on tidal flats, tidal rocks, breakwaters, railroad bridges, docks, uninhabited islands, etc., and accidents during coastal experience activities. It is to seek ways to strengthen the efficient safety management of the maritime police.
The coastal accident prevention method was enacted after the Taean Private Marine Corps camp accident on July 18, 2013 and the Sewol ferry accident on April 16, 2014, and was recognized as a law created in the wake of the political turmoil, and internal indifference and abolition of underwater activities.
Many difficulties were expected in implementation due to external criticism such as demand. However, through the process of understanding, persuasion, and revision of subordinate laws such as enforcement ordinances and enforcement regulations dozens of times through round-table conferences and debates, the breadth of understanding about the purpose and purpose of enactment of the Coastal Accident Prevention Act, the object of application and content, etc.
A consensus began to be formed that this law was not intended to check and regulate certain forces, but to secure the safety of the general public, and soon became a watchman to protect safety in coastal waters.As the coastal accident prevention method was implemented in this way, a specific implementation plan was established, and safety facilities such as danger zone signs identified through a total survey of coastal waters were installed to provide safety management such as accident history and danger information to tourists. Insufficiency, passive management of safety management facilities, and inadequate public relations measures for dangerous areas, the probability of coastal accidents remains.Accordingly, the purpose of this study is to make policy recommendations on measures to strengthen safety management for the efficient prevention of coastal accidents by the marine police.To this end, this study collected data by using domestic and overseas research documents on coastal accidents, various laws on coastal accidents, and web sites, and used them to prepare research reports.Accordingly, this study investigates the characteristics of each sea area to suggest countermeasures suitable for the actual situation of the marine police by analyzing the occurrence status of coastal accidents in the last three years, the cause of occurrence, coastal accidents by type, risk assessment of coastal accidents, and coastal safety environment prospects. The following countermeasures were proposed by examining the coastal water safety management system of the marine police and maritime safety policies of foreign coasts, and devising a safety management plan suitable for the actual situation of the marine police.The contents include the introduction of the sea fishing license system, the introduction of the marine safety instructor license system, the promotion of coastal accident-related volunteer groups, the reorganization of the 122 coastal patrol operation organization, the activation of the private coastal patrol, the implementation of a life-oriented risk forecast system, expansion of the coastal safety education infrastructure, and It is the activation of experiential education.
In order to effectively prevent coastal accidents like this, coastal accidents that the people can enjoy safely, such as solving safety impediments through continuous on-site inspection of coastal waters, and making the best efforts to prevent recurrence of similar accidents through investigation of causes in case of fire. All efforts must be devoted to creating sea areas.
