Abstract
In developing countries, maritime education and training (MET) and the export of seafarers to foreign countries have two important implications: expanding national finance and fostering professionals. The Republic of Korea is a representative country that has developed its national economy through MET and export of seafarers.
Kenya, a country located on the eastern coast of Africa, lacks a domestic manufacturing base, leaving lower quality of jobs and much of the national economy dependent on agriculture and tourism. However, Kenya has a Mombasa port which is a representative trading port of eastern Africa. In addition, Kenya has a British advanced education and administration system under British colonial rule for a long time, and uses English as its official language, so most people speak English freely.
This diverse potential of Kenya, along with its large youth population, offers a possibility that Kenya will promote the development of the national economy like Korea through MET and export of seafarers.
This study was performed to identify the problems faced by Kenyan government and maritime education institutions for the settlement of international-level MET in Kenya, to solve these from a mid- to long-term perspective, as well as to present development measures for MET and export of seafarers in Kenya.
For these purpose, literature study and questionnaire survey were conducted in first to identify the current situation and problems of Kenya maritime education, and then based on the results SWOT analysis and strategy development were conducted to present development measures for MET in Kenya. Main findings in form of SWOT strategy are as follows.
1) SO-Strategy
● Establishment and implementation of a national master plan for MET development
● Opening of various major courses for maritime industry within MET institutions
● Opening of training courses for nurturing the ratings including sailor, wiper and cook
2) ST-Strategy
● Establishment of a center for MET upgrade and student support within MET institutions
3) WO-Strategy
● The use of supports from international community actively
● Recruitment of professors with practical experiences
● Expansion of training equipments and facilities for MET
● Creation of opportunities for ship board training and employment through the cooperation with foreign shipping companies
● Expansion of government's financial investment for MET
● Fostering the national shipping company, KNSL
4) WT-Strategy
● Eliminating the distrust and prejudice of foreign shipping companies against Kenyan seamen
● Eliminating the restrictions of visa issuance by major developed countries on Kenyan seamen
● Signing the license exchange agreements with major flag states
● Establishment of a department for seamen policy within the government
In order to apply the development measures for MET in Kenya presented in this study to the site, specific action plan for each measure must be developed and there be a process to implement, evaluate and supplement it as well.
