국내 기항선박의 PSC 운영 개선 방안 연구

Abstract

Marine accidents caused environmental and economic damage to nearby coastal countries or marine environment due to cargo shipes which had not been complied with PSC regulations since the revival of the martime industry in the 20th century. For the purpose of preventing marine accidents caused by vessels, many intarnational MoUs related to PSC have been signed. In case of Republic of Korea, inspector should comply with the domestic inspection standards according to the regulations of the Tokyo MoU when conducting PSC inspection. Although Tokyo MoU requires the recommended inspection rate of each member state to be at 80%, Republic of Korea is maintained at 16% on average. In this research, domestic legal and institutional supplements and practical problems is derived regarding PSC from the perspective of practitioners. In addition, improvement plans is suggested for each sector in need of complement that could be support to carry out more efficient PSC on domestic port calls.
