국립대학 사서직의 전문성 향상 방안 연구

Abstract

국립대학도서관에서 국립대학 사서직이 수행하고 있는 업무는 전문직의 요건인 업무에 대한 책임이나 전문적인 지식과 기술이 필요하며 업무수행에 보조원의 지원을 필요로 하고, 문제해결과 의사결정의 활동도 포함하고 있는 것으로 밝혀졌다.

국립대학 사서직의 전문성 향상을 위해서는 국립대학 사서직의 자격제도 개선, 운영제도 개선, 교육제도 개선이 이루어져야 하며, 국립대학 사서직 스스로가 자신의 역할의 중요성을 인식하고 자기개발을 통한 전문성 향상에 노력하여야 할 것이다.

국립대학 사서직을 대상으로 한 조사결과에 따르면 국립대학 사서직이 전문직으로 위상이 정립되려면 국립대학 사서직 중심의 전문직 단체가 결성되어 활발하게 활동하여야 된다고 생각하며, 국립대학 사서직의 교육이 전문화되고 국립대학도서관과 국립대학 사서직에 대한 홍보와 교육이 보다 활발하게 제공되고 계속 교육의 기회가 확대되어야 한다고 믿고 있는 것으로 밝혀졌다.

국립대학도서관의 기능을 성공적으로 수행하는데 국립대학 사서직의 역할은 절대적이지만 지금까지 국립대학 사서직은 낮은 사기와 직무만족도, 전문성과 정체성의 결여 그리고 전자도서관의 출현으로 국립대학 사서직의 수가 감소하거나 그 존재가 사라질 수도 있다는 위기감으로 점철되어 왔다.

그러나 지식과 정보를 근간으로 하는 국립대학의 사회적 역할과 정보환경의 변화는 이전보다 더 높은 국립대학 사서직의 역량과 전문성을 강조하고 있다. 국립대학 사서직의 전문성은 정신성과 기술성 속에서 훈련되어야 습득되는 것이다. 정신성은 문헌정보학 학문과 현장에 대한 사상, 철학 또는 직업윤리가 어우러지는 정신적인 문제이다. 국립대학 도서관 조직의 관료화, 사회적 인식의 부족, 대학도서관 문제에 대한 주체적 참여의 부족 등에 대한 해결에 있어서도 국립대학 사서직 전문성의 제도적 장치와 국립대학 사서직 서비스의 정신성이 함께 작용할 때 그 성과가 증대될 것이다.

그리고 국립대학 사서직과 이용자간의 바람직한 인간관계의 성립은 이용자를 돕고자 하는 국립대학 사서직의 정신성에서 비롯된다. 국립대학 사서직의 이러한 태도는 이용자로 하여금 국립대학도서관과 국립대학 사서직에 대한 신뢰감을 갖도록 하며, 이로 말미암아 국립대학도서관의 후원자가 되게 한다. 또한 신뢰감의 형성은 이용자를 편안하게 만들어 정보서비스의 전 과정을 이상적으로 이끌 수 있으며, 나아가 불만족스런 서비스나 해답결과에 대한 반감을 감소시킬 수도 있다. 이러한 사실은 국립대학 사서직과 이용자의 인간관계 형성이 국립대학도서관 서비스의 기본이 되며, 국립대학 사서직의 성공적인 정보서비스 전문성이란 해답이 됨을 말해준다.

The purpose of this research is to find the new role of the National University library not only to lead the National University's library development but also to suggest ways to develop a society based on knowledge and information for the 21st century. National University librarian-ship should have the vision and ability to guide us the new era.

Now, the advent of a rapidly changing and information-oriented society demands changes in the National University library and in the National University library's vision of itself. Recent developments in information and communication technology require the complete reorganization of the management of the National University library. In response to the needs of the times, it is essential to establish the image of the National University library as future-oriented.

The National University librarian-ship have no option but to explore new ways on account of the changing pattern of users' information requirements and in particular the need to approach information directly. Therefore, The National University library and librarian-ship's role should be changed into information center and knowledge expert, using high-tech telecommunication technology, from offering only information and literatures up to supplying a series of in-depth information.

After analyzing a real situation of a National University library and studying the right way of improvement, this research concludes that only expanding a vulnerable professional base and raising the social status of librarians will enable the National University library to fulfill its role.

Also, this research suggests that unless the special role of the National University library which is offering quality information sources and service - the essential role of the National University library, is assured, it will be impossible to be a powerful knowledge-based state. Therefore, the enhancement of the National University library system is essential for national development.
