Abstract
Advanced Information Technology has been enabled to catch up visibility of material flow, eliminating much of uncertainty and reducing days of inventory. Therefore, information of customer orders can then be promptly fed back to manufacturing production lines and be of great contribution to lower inventory level. It is becoming important that warehouse location sites shall be altered given that each firm has business strategy, business environment, revenue and industry sector.

The empirical study is conducted as to how the factors of warehouse location affect logistics performance among warehouse users
revenue dependence from down stream players and product characteries are not considered among warehouse users.

It is hoped that further study will cover the study considering revenue dependence, and industry characteries among the users. As Free trade agreement are under way, site factors of international warehouse centers will be considered in conjunction with users of warehouses. It is believed that further study for Governmental support in facilitating warehouse will be in line with industry clusters.

First, In the light of raw material suppliers, JIT delivery into manufacturers are highlighted so that they intend to ignore fixed warehouse operating cost. In order to save the logistics cost while keeping or improving logistics service, what is needed is to sort out raw materials by the lead time and delivery frequency and determine logistics service level. Then, use of warehouse is for milk run shipment, temporary staging and stock storage, which shall be flexible warehouse operation.

Second, In the view of manufacturers and distributors, both inbound and outbound logistics handling shall be optimized, seeking logistics service and reducing logistics cost as effectively or efficiently as possible. What is solved is to pull back all inventory in a central way and convert traditional warehouses into cross dock for no stock storage, only for staging for today delivery to final consumers. It maximizes inventory availability and minimum inventory. On-going effort in rationalizing number of location sites shall be made, given that business environment keeps changing.

Third, As for logistics service providers, they are dependent because customer of logistics company determine the warehouse location and size or number of distribution center. Based upon service level agreement with their customers, warehouse location is determined. However, the logistics firms always keep eyes on what the customer's revenue, volume and how their future business trend will be and they make some direction on locating warehouse in logistics service provider view. Furthermore, as long as number of warehouse are increased, consolidating current warehouse of different customers, seeking logistics cost saving contributed into given customers, while maintaining logistics service level.

The study plays major roles in identifying differences and relationship, dividing each group of warehouse location factors and logistics performance among warehouse users, but has some of limitations
Group I for logistics service provider, Group Ⅱ for raw material suppliers, manufacturers, and distributors.

Second, some of strong differences on economic site factor are identified according to warehouse users. Further Duncan analysis of users' grouping shows that there are Group I for raw material suppliers, manufacturers, and Group for logistics service provider, and distributors. Dividing characteristics is manufacturers' Group and service Group.

Third, some of strong differences on environmental and geographical site factor are identified according to warehouse users. Further Duncan analysis of users' grouping shows that there are Group I for raw material suppliers, manufacturers, and Group for logistics service provider, and distributors

Fourth, some of strong differences on governmental site factor are not identified according to warehouse users. Governmental effort in facilitating locating warehouse site is not working or users do not feel any differences.

Fifth, some of strong significances on logistics service providers are identified according to site factor of primary logistics function, economic site factor and environmental and geographical site factor but governmental site factor. It is strongly believed that the top ranked group for logistics service improvement is 'raw material supplier'. It means that Just-In-Time, point use of delivery into manufacturer are of utmost importance for logistics service improvement. Further Duncan analysis of users' grouping shows that there are Group I for distributors, Group Ⅱ for logistics service providers, and manufacturers, Group III raw material suppliers and

manufacturers.

Sixth, some of strong significances on logistics cost reduction are identified according to site factor of primary logistics function, economic site factor and environmental and geographical site factor but governmental site factor.

Based upon the empirical study and the case study, when warehouse site location are made, things as below are suggested to warehouse users
raw material suppliers, manufacturers, distributors and logistics service providers. Then, the level of difference for Duncan analysis among scm players are conducted, dividing them into two groups
raw material suppliers, manufacturers, distributors and logistics service providers and to find out which site factors can maximize logistics performance. Both literature reviews and case study of leading companies in each SCM player are carried out and then the case study can be in conjunction with literature study.

Based upon these retrieved questionnaires, statistics shows things as following results.

First, some of strong differences on site factor of primary logistics function are identified according to warehouse users
raw material suppliers, manufacturers, distributors and logistics service providers.

The primary objective of study is to identify some of differences among warehouse users
