Abstract
Most of the international trading is done by transportation of vessels through port and recently the amount of international trading quantity is apt to increasing year by year except the period of the world financial crisis in 2008. In Busna New Port, the numbers and the size of the vessel entering and leaving are also apt to increasing year by year to match to the world trading situation.

It is no doubt that the safe navigation of vessels is the most important fact for the smooth flowing of the marine traffic in the port area and the sea adjacent to the port. For the safe navigation VTS(Vessel Traffic Control System) is established to control vessels which are navigating in Busan New Port and the sea adjacent to the port by giving some information and advice or instruction to vessels which is needed for navigation. So the role of VTS is very important for the safe navigation to the vessels in and adjacent sea of the Busan New Port.

VTS center has some high-tech equipments such as radar, VHF, computer, CCTV and other facilities to keep vessel's safe navigation in the Busan New Port VTS area. In spite of using such high-tech equipments, to get the final goal of safe navigation is depending upon to the VTSO(Vessel Traffic Control System Officer) who give information or advice, or instruction to vessels.

There are two ways for VTSO to control vessels. One is to give only information to vessels. We call it passive control. The other is to give advice or instruction to vessels. We call it positive control. To prevent marine accidents of vessels, the positive control giving advice and instruction is more efficient than passive control. So positive control is desirable to prevent marine accident. But there are some problems to practice positive control. These are geological problem of port, discordance with sailing rule of law and VTSO's compensation for the marine accident which may happen under positive control, and etc.

In this thesis I will look over why we need positive control for safe navigation and what kind of problem exists and what kind of improvement to be taken for the encouragement of positive control.
