Abstract
In case of Busan New Port, Traffic congestion index is very large because vessel traffic volume has been rapidly increased every year, expected approx. 92,000 vessels in 2010, such as the reason of expanding new port facilities and constructions, increase of vessels' traffic such as construction salvages and Tows due to constructions of the Geo-ga Bridge and submarine tunnel, as weel as geographically located at the entrance of the Jinhae Bay including port of Masan, Jinhae, Tongyeong and Anjeong and increase of vessels' traffic such as dangerous cargoes, Tows, and all kinds of common vessels caused by increasing coastal logistics due to development of the adjacent industrial area.

Besides, by launching the 2nd port of Busan, at the moment(Oct, 2010) 18 Piers are being operated in New Port in order to enhance the dignity of logistic hub port of the 21st century in Northeast Asia, and will have completed 30 Piers until 2015 for the completion of New Port. As well as the other risk of the marine traffic accident is expected to increase more and more due to rapid increase of vessel traffic including large full containers(over 100,000G/T) because it is scheduled to build additional pier of Fuel oil supply and maintenance shipyard nearby entrance of New Port breakwater.

Accordingly, It is necessary that the analysis of marine accident in order to manage vessel traffic safely and the element which will be effected on vessel traffic caused by surrounding natural environment, navigation and situation of entering and leaving vessels at the above same area. With analysis and research of various kinds of these circumstances, I did not judge quantitative evaluation but also can be a basic material to draw risks of traffic and predictions of upcoming traffic stream.

On this study, I'd like to make a suggestion how to improve vessel's traffic safety in accordance with drawn risk element after I implemented throughly research and analysis on maritime accident and the element which will be effected on vessel traffic caused by surrounding natural environment and comprehensive feature of traffic stream in this area, on the basis of Gadeok-Sudo in Busan New port that traffic volume is very high and congested by change of maritime traffic circumstance.
