A Study on the Criterion Improvement of Departing Port Control by the Ship's Seakeeping Performance

Abstract



The most important thing of ship's performing operation on the sea is carrying out duty perfectly through safely sailing of a ship on the irregular state of sea in the stormy weather or something others.

A navigator of a ship meets with situation that should judge in agony when the sea is very rough by low pressure or the field of vision limited through a sea fog. That is, how to set standards of judgement about safeness of danger in how extend wind velocity and wave height, sight, therefore to keep performing operation or escaping measures.



It is a almost necessity that ensure safety of ship pilled on the sea when a matter of the ocean concern rises now days, such as it is on the increase that the coastal passenger ship for the ocean tourism and leisure activity service, and it has grown that the ships incoming and leaving port through increase of goods transport by ship.



As we can see on the oil spill accident on the West sea, the maritime accident has a huge ripple effect because it is not only ship accident but can be spreaded to the big social issue such as destruction of environment and sea ecosystem, menace to people's property and health.



Also, in 1993, the SEO-HAE Ferry sinking accident on the coast of Korean Peninsula had taken 292 people's life, the huge passenger ships had got into a capsize accident by high surf which killed about several hundred people, such as the PRINCESS OF STARS ship accident in Philippines in 2008 and the SENOPATI ship accident around Borneo island in 2006.

The accident on the sea can be judged to be connected with national security problem. As you know, In the occasion of accident between a Korean cargo ship and Japanese warship in Canmon Strait, a island sea of Japanese in October 2009, the Japanese warship destroyed absolutely, so can't perform operation.



The seakeeping performance of the ship has been growing through development of ship construct technology, but there is still danger of accident caused by navigation increase of ships that the ship becomes bigger and faster.

The big ship is more dangerous in the port which has heavy traffic or small route, because it has low control performance. In the case of this big ship, the shortest distance to stop can be longer and distance of turning field can be wider by inertial force, it can make danger situation more, especially when a field of vision limited.



But, in the existing control rule of ship sailing, expect passenger ship, it controls ship sailing on only the ship carries danger goods, inner 0.5km limit of a visual field, so there has been pointing out steady about dangerousness.



According to, we'd do make it on this research that the new rational sailing control standard with presentation of the problem and the plan of improvement about the standard now in use by investigation it in objective way.



It applies through preparing control standard of departing port and operation by fractionizing stormy weather in the case of a ship, sometimes applies unreasonably by the importance of operation. Therefore, this research will prepare reasonable standard and guide of a departing port control through presenting the problem and the reform measure about standard and guide now in use by examining the departing port control standard and guide now in use with an objective method.



The end state of this research is securing safeness on the sea by establishing departing controlling guidance, through examining connected with laws and guides, analysing weather data of sailing area, Appraising seakeeping performance.
