Abstract
Recently, Due to variable marine accident occurred, problems relating to marine accidents have been raised. Of these accidents, designated anchorage of Korea coastal port, specially open-sea anchorage, were occurred by dragging anchor and accidents are likely, due to failure to obtain a valid ship’s holding power so that it is the situation unsatisfactory that ensuring the safety of the anchored ship and anchorage systematic safety management standards for the efficient operation of the anchorage. also in case of open-sea anchorage, anchored ship’s safety is vulnerable against external force of certain conditions due to geographical location and topographical characteristics of the port, accidents are likely dragging anchor by typhoon or suddenly strong wind and secondary accidents are concerned.

It were classified 3 type’s anchorage In-Harbour anchorage, Semi-closed anchorage, Open seas anchorage, according to location of anchorage whether it has factors that could reduce external force or not,

There are several port that has Open Sea Anchorages around east coastal of Korea, To improve anchored vessel’s safety on open sea anchorage of these ports, Target ship’s was decided by ships size from ship’s statistics records of ship’s entrance on Korean all ports, Using the specification to the selected target vessel, it was calculated limited external wind speed of each sea-bed at anchorage.

Under the ballast condition of target ships, limited holding power of all target vessels was reached limited external force when wind speed was 14m/s at storm advisories, Under the full loading condition of target ships, limited holding power of all target vessels was reached when wind speed was 18m/s. Through these results, target vessels were found in order to face an external force limit.

This paper shows standards of limit external force to ensure the safety anchorage each of ship’s size through review marine accidents on Pohang port, also it is expected to be used as a basic reference for anchoring safety and efficient anchorage management.
