Abstract

After sinking 'sewol'(April, 2014) the Korea Coast Guard, back on the tradition of 60 years, was dismantled and reorganized to the Ministry of Public Safety and Security according to the President declaration(May, 2014) and amendment of the Government Act(November, 2014). For that reason, KCG investigation-jurisdiction is been reduced to incidents of sea. And then unclear definitions of the KCG's incidents jurisdiction, KNPA and KCG conflict of that. Such blank of maritime security orders, the number of maritime crimes arrest showed 75% reduction and Korea-Sea fell placed in the illegal blind spot. Because of KCG dismantling, KCG member's fraud fell to the ground and confused their characteristics and mission neither police nor fire. In this regard, I proceed the Study on the Re-establishment of Roles of Maritime Police adapted by Hansung Univ. Research- results. I want that KCG's professional investigation is secured and to restore the trust of citizens to KCG by strengthen the capabilities of the rescue and emergency at sea.
