- Abstract
- Coastal cities are vulnerable to the storm and flood damage. They have different characteristics from inland cities, but there are no plans for disaster prevention due to the storm and flood damage in coastal cities.
In response, this paper selects the storm and flood damage vulnerability assessment index considering the characteristics of coastal cities to assess their vulnerability in coastal cities, that is to say to analyzed the problems of the disaster prevention plan to propose ways to improve the disaster prevention plan for coastal cities, based on which it proposed storm and flood prevention method.
The detailed findings of this paper are as follows.
The vulnerability assessment in the coastal city of the storm and flood damage was evaluated in 10 coastal cities in Korea by selecting a new index for the vulnerability assessment that is suitable for the characteristics of coastal cities. The results of the assessment were made through the selection of evaluation indexes, standardization, coding decisions, calculation, and proposed improvement measures according to the assessment index's climate exposure, sensitivity and adaptability.
Analysis of the disaster prevention plan in the coastal city of the storm and flood damage was divided into the disaster prevention plan and standard. The disaster prevention plan was analyzed in terms of urban disaster prevention, coastal disaster and disaster prevention of the storm and flood damage. However the disaster prevention standard was analyzed in terms of storm and flood damage.
Measures to improve the disaster prevention plan in the coastal city of the storm and flood damage were proposed to improve the vulnerability of the storm and flood damage, improve the legal system, improve the disaster prevention standard based on which the plan was proposed.
First, improvement of the vulnerability of the storm and flood damage is proposed in terms of climate exposure, sensitivity and adaptability according to the results of the assessment of the vulnerability of the storm and flood damage in coastal cities. Improvement of measures in terms of climate exposure are important factors in the evaluation of the maximum sea level of the coastal cities which requires disaster prevention methods for coastal cities' storm and flood damage. Therefore, the Act proposed the establishment of storm and flood damage control standards, wind relief standards as the basis for disaster prevention in the coastal cities.
In addition, improvements in sensitivity need to be made to reduce population density and increase green areas in coastal cities thus to prevent reckless coastal development and the inflow of people. the government should proposed a policy of purchasing coastal land in order to prevent storm and flood damage.
The improvement measures in terms of adaptability are proposed to create coastal disaster parks and windbreak forests to secure buffer space in coastal cities. Coastal anti-disaster parks and windbreak forests are normally used as a resting place for citizens and can play a role in preventing storm and flood damage in the event of a disaster.
Second, the improvement of the legal system was proposed by dividing it into urban and coastal disaster prevention, while the improvement of urban disaster prevention was proposed by clarifying the criteria for designation of disaster prevention zones, sorting out the criteria for designation of disaster by factors of flooding, pollution, preparing standards for designation of coastal erosion control zones, transfer of the authority for designation of coastal erosion control zones, and building erosion control of coastal erosion control zones.
Third, the improvement of the anti-disaster standards was newly proposed as flood control and wind relief goods. The flood control standard proposed a standard for restricting facilities of buildings according to their risk rating and degree of vulnerability. The Wind Liberation Insurance Standards were newly proposed by applying the disaster rating and the strength standard of typhoons.
And Fourth, Disaster prevention strategies were proposed as a plan for disaster prevention in coastal cities based on the proposed measures to improve the disaster prevention plan in the storm and flood damage.
This paper analyzed the problems and proposed improvement measures through evaluation of the vulnerability of the storm and flood damage in the coastal cities and the analysis storm and flood damage disaster prevention plan in the coastal cities. However, it is regrettable that the disaster prevention plan has not been applied to coastal cities. Also, future plans for coastal cities will require the revision of the anti-disaster law system and the enactment of an ordinance on the prevention of the storm and flood damage in coastal cities.
