As the globalization and free trade agreements are big representing trends of current global market, increase of cargo throughput handled by sea transportation is expected to grow continuously.
Under these circumstances, many countries of the world have established port development strategy as a core strategy for growth. Besides, Northeast Asian countries including Korea, Japan, China, Hong Kong etc are competing fiercely to become the logistics hub of NE Asia.
Even within South Korean ports, competition over attracting cargo is becoming severe. That is why regional and industrial character of each port is considered in order to be a differentiated port which has specially formulated port development strategy and operation policy.
Currently, 99.7 percent of domestic export and import cargo is taking place at the port. In this situation, the share of Masan port is only about 1.3 percent which is not so much in terms of throughput.
However, the proportion of heavy cargo is accounted for 46 percent of the Masan port throughput and the gradual increase is expected. The proposal to develop and operate Masan port as a specialized port for heavy cargo is being raised currently as the shipbuilding and plant business is improving.
Meanwhile, the reconstruction of Masan port will begin from 2011 according to the Masan Ocean New Town Plan of Changwon city. Piers located on western part of Masan port (Seo-hang pier, pier 1 and pier 2) are planned to be closed and reconstructed as harbour waterfront facility which is more accessible to Masan citizen. Systematic schemes in political level for securing port facility which is in short currently and dealing with increasing heavy cargoes are necessary.
In this study, the distribution structure and throughput prospect of heavy cargo producers in Changwon industrial zone and port users are analysed in order to deal with increasing heavy cargo handling of Masan port effectively. Furthermore, difficulties and problems of producers and port users were also found to finally propose the activation plan for attracting heavy cargoes in Masan port.
