船舶交通管制의 法律的 改善에 관한 硏究

Abstract

The VTS(Vessel Traffic Service)`s purpose is that observe ship`s movement, prevent of accident in ocean and harbour and protect the marine environment. However, In our country, Ministry of Public Safety and Security control VTS but it follow the Ministry of Oceans and fisheries law. It make VTS centre powerless to their job. Through watching for the prescription and comparisons with International convention to enhance domestic law, the problems and new plans will be discussed. This research consists of 5 chapters.

The purpose and method of research are described in the first chapter.

In second chapter, the definition of VTS will be examined. First of all, history of Korea VTS and function of VTS will be inspected. foreign and domestic law about VTS will be examined.

In third chapter, the practical problems in VTS will be inspected. Port VTS and Coastal VTS belong to Ministry of Public Safety and Security where control Korea VTS center. However, that follow the law in Ministry of Oceans and Fisheries. As a result, the diverse field in VTS uprise many of problems.

Base on this discussion, four chapter propose the regal solutions. First, the revision of VTS in present law named "maritime safety law" revise the law for VTS center. Second, new law made by Ministry of Safety and Security for VTS center.

Finally, author`s opinion is suggested about it.
