Abstract
After the 9.11 in 2001, it has become a global trend to enhance the port logistics security. A regulation based on ISPS CODE took effect in Korea since February, 2008, regarding security of ocean going vessels and port facilities. In addition, “2008-2017 National Port Security Plan“ running for all the ports in South Korea since 2008. However, it is undeniable that the dangers are still existing, caused into by out operations of dangerous goods and the equipments of fire cargo spaces, due to the importance of Busan Port as the main gateway of Korea’s economy by processing most of the container traffic. Thus, the security plans of Busan port should be enhanced to follow up the changes of international security plans.

Nowadays more than a hundred thousand kinds of chemicals are being distributed, while two thousand kinds are being compounded every year. The use of chemical products is wide in the field of industrial products, fertilizer, pesticide, medicine, and technology. Chemical industry produces numerous helpful goods but it has a latent danger because its production, storage, transportation, use, and disposal are extensively exposed to people and enviroment. As stated before, use of chemicals is essential to modern society. Therefore it is required to setap an security plan for safe use of them to prevent damage from terrorism.

Many experts analyze that the terrorists are likely to target logistics facilities such as harbor or ships in the future. If they attack Busan port, the effect would be severe for the reason that it has a city as its hinterland, and it can paralyze the import and export operations.

In consequence, the purpose of this study is to research the problems and measures caused by increased in and out moving of moving dangerous containers to container yards according to the IMDG CODE, and reinforced security measures for entrance and exit vehicle, and personnel by ISPS CODE of 2004 and national security act.

Also, this paper will talk about the security measures for the dangerous chemicals handled in Busan port which can be led to fire or explosion by terrorism depending on their kinds and characteristics. It will include establishing real-time manageable information system and its effects.

After the 9.11, terror, security concern is becoming a major issue and its measures are being researched. In case of the USA, three major plans that contain the port security act and maritime terrorism are initiated, while adoped ISPS CODE, crew qualification confirmation agreement, and CSI (Container Security Initiative) preemptive examination of containers at the ports outside of US.

After it passes by inland transportation process from the factory where the namely dangerous water containerized cargo is produced, from the harbor the freight has become line in the vessel, must prepare the plan which propels the demonstrative enterprise it will be able to secure the security of the goods light bulb for it reaches to the end consumer of the foreign nation.
