- Korea is more focused on trade balance through import and export than internal stability of domestic economy.
After countless effort it becomes powerful nation ranked at 15th in the world based on GDP by the end of 2011. Particularly size of export and trade grew by more than three times and ranked at top 7 in the last 10 years. Most of import and export are achieved through ship as maritime transportation.
An increase of import and export volume means not only complete product like computer, car, grain but also dangerous cargo. Most of dangerous cargo consists of gas, liquid or solid type of explosive, flammable and toxic or mixed form of these characteristics. The half of whole cargo of the nation is dangerous cargo.
Number of liquefied petroleum gas carriers, liquefied natural gas carries among the dangerous liquid cargo carrier are increasing despite of global economic downturn. And Number of Floating Production Storage and Offloading, Liquified Natural Gas-Floating Production Storage Offloading is also increasing.
In the past dangerous cargo was transported in bulk, but nowaday number of packaged dangerous cargo gradually increased and at the same time transportation of dangerous cargo in container is also increasing. These dangerous cargo are interrelated with human life in many ways. So transportation of these cargo must be carried out with special attention. Even minor mistake can cause tremendous loss of life and property and destroy the environment, ecosystem. For preventing like this tragedy, it is important not only safety awareness of crew but also strict mandatory regulation of ship’s safety equipment.
This study presents improvements of Korean regulation on Dangerous cargo by reviewing the international and domestic regulation on Dangerous cargo.
