In the wake of the 9·11 attacks in the United States, the IMO has made ISPS Code to be provided against the sea terrorism who attack the International Ships (contained LNG, LPG and other marine transported ships) and Port Facilities. And the ISPS Code(below the Code) has been provided a legal basis clause and contained one of Port State Control's check point. One year has passed since taking effect the Code. At this time we need to study the consequence of the Code, whether it is coming along very well or not.
First of all, this research has analysed the statement of the PSC, and the code application by inside and outside of country and has made up for the weak point through the opinions by ship security officers, port state control officers and company security officers.
We need to study securing the maritime safety in side of erasing the cause the maritime accidents applying to external and internal nationality ships. Further on, we want to contribute to unity the defect of the regional MOU and management after the application, and find the solution the problem of effective activities of the port state control through the harmony regional MOU and enhance the port state control. Currently, the activities of each regional MOU is the step to keep the focus as port state control inspection's fullness and agreement in the area, but in the future it will be developed the national network according to exchanging of inspection-information and strengthening of reporting system by each MOU.
Therefore, this research has been investigated that ISPS Code has been coincided with basis object of port state control since it has been in force. And, this research indicated the promotion courses to protect maritime environments, to guarantee ships' safety and to prevent maritime terrorism and the reform measure which will be effected ISPS Code establishment.
