Busan Port has had largely two kinds of ports, the existing north port and the new port under construction. Recently, it is necessary to maintain the proper balance for port operation between two ports because of the construction of Busan new port.
The global shipping and port logistics environment are rapidly changing. One of the good examples is the introduction of super-ultra large containerships. Also, Global Terminal Operators(GTOs) make inroads into the foreign markets. This research aims to make plans to keep a balanced development of Busan port in order to cope with the changes.
According to the trends of changing shipping and port logistics environment, it is necessary for a port to strengthen port competitiveness. In Busan port, the competitiveness of north port is lower than that of new port. To improve port competitiveness, the expansion of facilities and the improvement of terminal operation efficiency can be considered as solutions. Furthermore, the differential strategies of functions between new port and north port are needed. The ideal model is that new port creates cargoes from new customers, on the other hand, north port maintains the amount of existing cargoes.
Finally, this paper shows that it is urgent to improve port competitiveness of north port for a balanced development between the new port and the north port.
